APCC rubbishes BJP’s ‘allegation’

ITANAGAR, Jan 05: Arunachal Pradesh Congress Committee (APCC) has rubbished the allegation leveled by the State BJP unit that the traders and businessmen of Naharlagun area were forced by the State Govt. and APCC to close the market for attending the Congress Rally on January 3 at Naharlagun.

Terming the allegation as concocted and an expression of frustration, the APCC said that neither the party nor the State Govt. had used Govt. machineries to forcefully close down the market. There is no question of unethical conduct or action by us as alleged since we did not invite any traders to attend the function. Hence, begging apology to any political party or any non-political organizations, in this regard, does not arise.

Describing the allegation as politically motivated, APCC said that such negative criticism hinder the developmental process of the State.

 

Association distributes relief to fire victims

ITANAGAR, Jan 05:   A team of All Adi Youth Association (AAYA) led by its president Olik Komut today distributed relief materials to the fire victims of SS Mission Colony, Pasighat.  The three houses were reportedly gutted down when a major fire accident broke out at SS Mission Colony on Friday evening around 9.40 pm. The dwelling houses were owned by Solung Panggeng, Tipeng Perme and T Jamoh. All belongings of houses and properties were reportedly reduced to ashes during the accident.

 

Free Coaching

ITANAGAR, Jan 05:  Much to the delight of competitive aspirant candidates, a free coaching for Entry in Services being funded by the union grant commission (UGC) has resumed from Wednesday  at Dera Natung government college here from 2.00 pm onwards. The coaching, which had commenced from 24th September,2012 remained suspended during December because of House Test &  AAPSU- election conducted in the college. After covering the complete syllabus of General Studies, the coaching will focus on major optional papers and also on General English, informed coaching coordinator Dr. MQ Khan. It is benefited to aspirants for UPSC/APPSC-Civil Services Examination, Banking Service Examination and for other competitive Examinations.

 

Indigenous Faith Day celebrated in Tirap

KHONSA, Jan 05: Indigenous Faith and Culture Day was celebrated with much fanfare in the length and breadth of Tirap district under the aegis of Tirap Indigenous peoples Society (TIPS).

A procession was taken out by the children and the village folks from the nearby villages Khonsa and Lapnan along with the Head of Offices and staff and culminated at Nehru Stadium here. The ground later on was transformed into a sea of indigenous people from all walks of life. Colourful folk songs and dances, traditional divination processes viz. Wenkhit, Woosok, and Tansok etc. were the main highlights of this year’s celebration.

Display of traditional basket making, games and sports etc. were also organized as part of the celebration.

Speakers C. Wangsu, Secretary TIPS, P.Lowang, DRCS and Member TIPS, N. Tangjang, DL&EO and Chief Advisor TIPS, P. Khoisia, SDAO and Member TIPS and N. Misia, Member TIPS emphasized on the need of preserving the indigenous culture for the future progenies. A mammoth gathering on the occasion was also reported from Deomali, Laju and Longding.

State level workshop on handicrafts

ITANAGAR, Jan 05: Two days State level workshop under Baba Saheb Ambedkar Hastashilpa Vikash Yojana (AHVY) was conducted in association with Koloriang Artisans MPCS Ltd. at Naharlagun on January 4 and 5.

Hoj Dodung, Deputy Director Textiles and Handicrafts, Doimukh, while addressing participants from different AHVY clusters from all over Arunachal Pradesh, stressed the importance of handicrafts sector in the society and urged them to come forward and make use of various schemes and intervention given under AHVY scheme and other schemes of Development Commissioner (Handicrafts) Govt. of India.

The two days workshop was addressed by officials and representative of various Govt. and Non-Govt. agencies as guest speakers Resource persons were drawn from NABARD Itanagar, SFRI Itanagar, KVIC Itanagar, SBI RBO  Itanagar, empanelled designer from Guwahati, LICI Jorhat, ICICI Lombard Guwahati and other local resource persons.Over 100 artisans attended the workshop.

 

Forum demands severe punishment to murderers

ITANAGAR, Jan 5: Ziro –II Anticorruption Youth Forum (ZAYF) in a letter to  Lower Subansiri deputy commission has appealed for life imprisonment and  capital punishment to the murderers involved in murder of Ralo Rini,  a class –XII student of Govt  H S school Yazali. “We believe stringent punishment to the murderers will send a strong signal and  no culprits will dare to commit such  heinous crime in future,” the Forum said.

 

BJP Mahila Morcha  slams UPA Govt

ITANAGAR, Jan 5: Bharatiya Janata Party(BJP) Mahila Morcha Arunachal Pradesh expressed concern over the growing number of criminal activities including murder, rape and kidnapping throughout the country.

Condemning the Congress led UPA govt for its alleged failure to contain crimes and improve law and order, the Morcha  demanded that the persons involved in the  recent Delhi gang rape case should be hanged. Women are regarded as Adishakti and they had performed a significant role India’s freedom movement and social evolution of the country. But today the  dignity of the women  is at stake, the state BJP  Mahila Morcha  said.

Despite its promises for good governance,   corruption and criminal activities have been on the rise due to  mis-governance, the Morcha said in a release.

 

Physical assault on EAC and CI condemned

BOMDILA, Jan 05: In a follow up meeting here, West Kameng Indigenous People’s Society (WKIPS) strongly condemned the physical assault on Extra Assistance Commissioner Gombu Tsering and Circle Inspector Sange Norbu while they were on official duty during anti dam protest march in Tawang by the monks and the protesters on December 24 last. They demanded strong action against the culprits.

 

Union pays tributes to former leader

ITANAGAR, Jan 05:   Kargu Kardi Student Union (KKSU) on Saturday paid floral tribute to its former leader late Minyi Raksap who died on 28th Nov’2012 at his private residence in Bogdo, Aalo after prolonged illness.

Along with union, various elder people and students also thronged at his grave to pay respect to late Minyi. Late Minyi was former general secretary of KKSU in the year 1993 and he was also president of block Youth Congress of 27-Liromoba Assembly Constituency. A two minutes silence was also observed as a mark of respect to former leader of the union.

 

 

A K Shani calls on CM

ITANAGAR , Jan 05: Lt. General A K Shani, GOC, 3 corps accompanied by Major General RPS Bhadauria, GOC 56 Division called on State Chief Minister in his Niti Vihar Bunglow today morning.  

During the breakfast meeting, various issues pertaining to security, civic actions land acquisition for army etc. were discussed.

The Chief Minister assured all possible assistance from the state government’s end on land acquisition for Army and said that he would issue directives to the concern Deputy Commissioners to expedite the process.

Chief Secretary H K Paliwal and Principal Secretary to CM Yeshi Tsering were present in the meeting.

 

 

 

ATA and AASSATA decide to resume pen down strike

ITANAGAR, Jan 05: The Central executive bodies of Arunachal Teachers’ Association (ATA) and All Arunachal Sarva Shiksha Abhiyan Teachers Association (AASSATA) have decided to resume its indefinite statewide pen down strike from January 8 in support of its two point demands. This decision was taken following the State Govt’s alleged failure to respond to the ultimatum adopted on December 17 last, said both the associations in a joint  press release today.

The demands of the associations are : rectification of pay anomalies of AT (A) and other categories of teachers  and immediate regularization of remaining SSA teachers of 2003 batch at one go.

Earlier in December last AASSATA had temporarily suspended its indefinite pen down strike following  the  resolutions adopted by ATA  in its federal body meetings. However, it threatened to resume the strike in case state Govt fails to address the AASSATA/ATA grievances on or before January 7.

Make Longding a model district, CM exhorts Wanchos

LAWNU (Longding), Jan 05: Considering the huge agri-hortriculture potentials with suitable agro-climatic condition and fertile land, Chief Minister Nabam Tuki today exhorted the Wanchos of the youngest district of the state, to make Longding a model district by adopting double cropping.

He said double cropping by availing the benefits under CM’s Agriculture Mechanization Programme that offers 50% subsidy for procuring agri appliances and Rs 1 lakh aid to take up tea and rubber cultivation are the only panacea to boost rural economy and make Longding a model district.

The land is fixed while the booming population could be fed through double cropping by making best utilization of the land, which, Tuki asserted, would herald an era of new economic development as rice, millet, maize, beetle-nuts, etc were grown in plenty in the district.

With the commitment to make administration available at the doorsteps of the people, the Chief Minister inaugurated the Lawnu administrative circle, 6th in the newly created Longding district.

Located at 227-mtr above the sea level amidst deep woods, Lawnu looks like a white patch of land with a single building as the chief minister accompanied by Union MoS for Minorities Affairs Ninong Ering, Education Minister Bosiram Siram, Parliamentary Secretaries T N Thongdok (PWD), CC Singpho (Finance), Honchung Ngandam (Horticulture) and Sports Authority Chairman Tapuk Taku landed here at noon to a rousing reception of traditional gun booms.

Longding, the 17th district of the state was inaugurated by the CM on March 19 last, carved out of Tirap district with Kanubari, Longding, Pongchao, Wakka and Pumao circles with a population of around 70,000.

After declaring the new circle open to benefit about 5,000 local denizens, the CM said the UPA government’s flagship programmes and the PM’s package, particularly the double-lane Trans-Arunachal Highway would bring a sea change by linking 11 district HQs of the state.

Referring to the Vission-2013 he unveiled Friday at Itanagar to accelerate state’s all-round development, the CM said the programmes and policies of his government were inclusive for growth of all sections without any discrimination.

The CM also sanctioned Rs 50 lakh each for developing the new helipad and construction of an inspection bungalow. He assured to appoint a circle officer soon besides granting all demands placed by local MLA-cum-Social Welfare & WRD Minister Newlai Tingkhatra in a phased manner.

Describing the day historic, Tingkhatra earlier, pleaded for immediate posting of a circle officer with required staff; electrification and drinking water and electricity supply & police station, infrastructures for para military forces, carpeting of helipad and approach road, a secondary school, posting of officers of various departments, inspection bungalow and a sub-treasury  in the HQs; police check gate on Longding-Bimalpur road via Kamkhu-Russa  to check illegal activities including movement of unwanted elements, smuggling of forest products and timber to ensure peace and tranquillity; infrastructures for the IRBn company deployed at Kamkhu-Russa; ADM status to Kanubari ADC; creation and posting of SDPO,  transit camp, creation of PHED, WRD & electrical sub-divisions at Kanubari besides posting of officers; conversion of Longding-Bimalpur road, oldest in the state inaugurated by then Lt Governor KAA Raja in 1973, to double-lane being lifeline of the district and handing it over to BRTF.

Informing that Rs 100 crore was sanctioned for Tirap, Changlang and Longding districts under North East Region Community Management Programme (NERCMP), Ering said that he has moved the Center for sanction of Rs 50 crore under Multi-Sectoral Development Programme (MSDP) for the three districts. He also announced any scheme worth Rs 10 lakh under his MPLAD Fund for the circle.  

Siram assured to upgrade a middle school of the circle to secondary level and post subjects teachers in the district as pleaded after recruitment planned shortly.  He hinted about a massive growth of education sector to meet the growing demands of local people.

Road communication is being developed fast in the district, Thongdok disclosed, adding 12-km formation cutting of the 54-km Khonsa-Longding road was complete while 54-km Longding-Kanubari had been sanctioned, 50-km Bimalpur-Longding road retained under NEC and 41-km Kanubari-Bogapani via Ranglua, Lawnu and Ottongkhua villages is likely to be sanctioned soon.

Saluting the Wanchos for the unparallel craftsmanship, Singpho urged them to utilize the quality to improve local economy. He hoped that the state, particularly the three districts, would witness speedy progress under the CM’s patronage and sought the support of the people for the Congress government.

Expressing full faith in CM’s dynamic leadership and his special consideration for Longding district, Ngandam exhorted the people to support the Tuki-led government for state’s greater welfare.

Pointing out that the three districts rich in natural resources have been neglected for long with killing and extortions being order of the day and creating fear psychosis in the minds of the people, IPR & Printing PS Thangwang Wangham said Wanchos have always remained with the Congress since 1978 and expected reciprocal support for their development.

Young and old in huge number in their traditional attires attended the function, which was also attended by Kanubari ADC Ngampang Wangjen, Longding SP Vijay Kumar, CRPF commandant S Chauhan and Lawnu ZPM P Wangcha.

 

 

APSCW demands fast track court for speedy trial of women related cases

ITANAGAR, Jan 05: There should be fast track court in each state for speedy trial of cases related to crime against women, like rape, murder and sexual assault and charge sheet should be submitted within prescribed time frame so that trial could be completed within the time frame, suggested Arunachal Pradesh State Commission for Women (APSCW), in a letter to Justice J.S Verma, former Chief Justice of lndia.

Appropriate action should be initiated against the concern police personnel, who cause undue delay in the investigation of case, Gumri Ringu, Chairperson of APSCW in her letter said, adding that the investigation officer should not be transferred till the completion of the charge sheet of that particular case.

The APSCW also advocated for death penalty to the person, who commits rape and murder. And life imprisonment must be awarded in the case of rape and sexual assault, it added.

The habitual criminals, who committed crime against women, like rape and murder, molestation and sexual assault, should be debarred from getting government job and to become public representative etc.

Further, every state must have a well equipped forensic laboratory with required man power, the letter added.

 

 

82 units of blood donated

ITANAGAR, Jan 05: Muskan Welfare Society (MWS) led by its Chairperson, Anupama Singh, First Lady of the State, in collaboration with Department of Health and Family Welfare, Arunachal Pradesh State AIDS Control Society and Ramakrishna Mission Hospital, Itanagar organized a voluntary blood donation camp at Raj Bhawan here today.

A total of 82 units of Blood were collected in the camp out of which 57 units were donated by first time donors. Free blood tests specifically for hemoglobin, blood sugar, blood group and general check up of all volunteers were conducted in the camp. Stalls were also put up by the APSACS for information dissemination on HIV/AIDS, dental hygiene, different types of cancer and basic hygiene for the general public.

Speaking on the occasion, Governor JJ Singh appealed to the people to come forward and donate freely without any fear and hesitation. He said that Arunachal Pradesh still lacks basic facilities for blood banks and suffers from communication bottleneck to shift patients in need of blood but has a population with a big heart to adequately address it by donating blood.He urged every Arunachalee to pledge not to allow even a single life to be lost for want of blood. “Let us donate blood twice a year to meet the requirement of blood for accidents and medical emergency in the State,” he exhorted. The Governor expressed his hope that the positive messages regarding blood donation will be disseminated in the society and misconceptions and wrong notions about it would be removed.

Terming blood donation as a gift of life to a needy individual, the Governor said that to a donor, it is a ten minute exercise but for a recipient, it is life. The Governor congratulated the  voluntary donors and called them ‘heroes’ to someone somewhere, who will be receiving this precious gift of life. He also congratulated Muskan Welfare Society, the Department of Health and Family Welfare, Ramakrishna Mission Hospital, Itanagar and Arunachal Pradesh State AIDS Control Society (APSACS) for organizing this camp.

In her address, Anupama Singh, who was the first to donate blood in this camp, expressed gratitude to the blood donors and termed the donation as a noble service to the society. As the MWS Chairperson, she offered to render any help to underprivileged and socially deprived individuals. She specifically highlighted the low hemoglobin levels in women and requested the men to ensure that their daughters, sisters, wives and mothers get a good diet and take care of their health.

Swami Vishweshananda, Secretary, Ramakrishna Mission Hospital termed blood donation as selfless service of highest order to society.

Earlier in her welcome address, MWS Member Secretary, Tumken Angu informed that the camp is the second blood donation camp organized by MWS. In the last 4 years of its existence, the society has conducted many programmes for the underprivileged women and children. She expressed her gratitude towards Anupama Singh who had donated an amount of Rs.50,000 to MWS from her collection from the solo exhibition cum sale of her Bespoke Art deco pieces, titled ‘Dual Identity’ in Delhi.

Highlighting on ‘facts and myths of voluntary blood donation’, Dr. Moji Jini, Chief Medical Officer, Arunachal State Hospital informed that 1 out of 10 hospital patients like in cases of accident victims, cancer patients, blood disorder patients, surgery patients, Pre-mature and pre term babies need blood transfusion. Since a person has 5 - 6 litres of blood in his/her body and donates only 300-350 ml, which is recovered by the body very quickly, a person can donate blood every 3 months. 450ml of blood can save as many as three lives as there is no substitute for blood.

Dr. Dani Duri, PD, APSACS in his presentation informed that in India there are about 24 lakh HIV positive people, out of which 202 have been reported in Arunachal Pradesh. Dr. Duri added that blood safety service is available in 12 hospitals and thorough blood tests are conducted before actual blood transfusion takes place.

Govt vision document fails to include vital issues, says PPA

ITANAGAR, Jan 05: People’s Party of Arunachal today said that the ruling Congress government’s vision for 2013 unveiled yesterday was non-comprehensive and the Government is silent over many vital and key issues.

The Government’s vision for 2013 which was unveiled by the Chief Minister yesterday and appeared in local dailies today is silent about rampant corruption, refugee and immigrant issues, border disputes and very importantly hydro-power. It seems the ruling Government is not interested to take up those vital issues during the year.

“Many MoU (s) and MoA (s) have been signed with various private well as Government’s undertaking power developers by the Congress Government ‘without prior consent of the dam affected people’ which has resulted in unhealthy conflicts between the anti-dam and pro-dam groups.

The recent incidents in Siang Valley should be eye opener to the Government. The protest and agitations in Tawang, Siang Valley and Roing are due to wrong policies of the Congress, PPA said.  

The PPA demanded that the Congress Government should issue white paper on the Hydro-Power policy urgently and cancel the dams wherever people are protesting.

 

 

APIC cases kept in abeyance; appellants express resentment

PASIGHAT, Jan 05: In view of the Supreme Court’s order in Write Petition (C) No.210 of 2012 Namit Sharma Vs- Union of India, the Arunachal Pradesh Information Commission (APIC) has been keeping a lot of APIC cases in abeyance till confirmation from state’s Law department.

Substantial information has revealed that the State Information Commissioner of APIC, on September 27 last year issued notice to the concerned appellants that the cases fixed for hearing was kept in abeyance due to the court’s order. It was said that the parties (appellants and PIOs) should be informed about hearing of the pending case after due permission from law department was received.

It is pertinent to mention that some leading citizens of Pasighat filed petition under Right to Information (RTI) Act, 2005 to some departments seeking substantial information about various achievement against the financial grants received by the departments. As such, final appeal has been made in state information commission against the PIOs of Pasighat division of Water Resource Department (WRD), District Health department, ICDS, Urban Development & Housing and some other important offices.

It is alleged that Public Information Officers (PIOs) have failed to furnish information as sought by the petitioners within the scheduled period as per provisions of RTI Act and consequently, the petitioners moved the concerning Appellate Authorities of those departments and later made appeal before the State Information Commissioner against the alleged violation of the PIOs.

 

 

Guv, CM greet people on Si Donyi

ITANAGAR, Jan 5: Governor of Arunachal Pradesh General (Retd) J. J. Singh and Chief Minister Nabam Tuki have conveyed warm greetings to people of Arunachal Pradish in general and the Tagin brethren in particular on the auspicious occasion of Si Donyi.

In his festival message, the Governor expressed his hope that the festivity would usher in peace, good health and bumper harvest.

“May Almighty Donyi Polo shower his choicest blessings on all of us,” the Governor wished.

 “Si-Donyi is the most popular festival of Tagins and it reflects the unique but rich cultural heritage of Arunachal Pradesh. I trust the celebration shall bring prosperity not only to the community but also to the whole humanity,” Tuki said in his message.

“It is my firm belief that it will strengthen the emotional integration, brotherhood and mutual understanding amongst the citizens and bring happiness and tranquility in the society” the message read.

“As a result of massive transition most of the traditional and cultural practices of the tribal community have been receding. I hope the festival will help in preserving, promoting and rejuvenating our rich cultural heritage.” Tuki further said.

He appealed the learned elders to pass on the folk proverbs, folklores, folk songs and folk dances to the younger generation in order to preserve and showcase the distinct socio-cultural identity of the state.

 

 

Review meeting on BRO roads

BOMDILA, Jan 05: A review meeting on BRO roads – Orang Kalaktang Shergaon Rupa Tenga (OKSRT) and Balipara Bomdila Tawang (BBT) was held yesterday at HQ 14 BRTF Tenga.

Briefing the meeting, BRO Commander Col Rahul Trivedi stated that road broadening work is going on in full swing on both Orang Kalaktang Shergaon Rupa Tenga (OKSRT) and Balipara Bomdila Tawang (BBT) roads. He assured that OKSRT road would become fully operational by next year.

He has ordered the OKSRT road to be opened to traffic from 5 pm to 8 am and 12 noon to 1 pm daily keeping in view the problem faced by general public on this route. He further stated that the direct road from Rupa to Jigaon would be opened by next month which will shorten the road distance by about 17 kms. No new road cutting work will be undertaken on BBT road unless the old ones are fully black topped, he added.

It may be recalled that the people of West Kameng and Tawang District resorted to dharna on September one, 2012 at BRO offices located at Tenga, Bhalukpong, Sapper Camp and Kalaktang in West Kameng District and at Tawang, Lumla, Khrimu and Jang in Tawang District. On September two, 2012 there was a total bandh in West Kameng and Tawang districts to protest the hopeless OKSRT and BBT road condition.

The meeting was attended by Executive Board Members of West Kameng Indigenous People’s Society (WKIPS) led by President Tsering Sonam and Secretary Pasang Dingla.

 

 

Ering & Dabii visit remotest village in East Siang

PASIGHAT, Jan 05: Union Minister Ninong Ering and MLA Tako Dabii visited Tabi Ripo, one of the remotest villages of East Siang, along with officers and public leaders.

Addressing the gathering, Ering said that the Govt. is committed to bring development in all parts of the district and a lot has been done in this regard, especially in the fields of road communication, health, education etc. However, there are still a lot to be done in remote places like Tabi Ripo, which still does not have all weather road, Ering said and appealed all to rise above individual and selfish interest and co-operate with govt. for the uplift of the society. He assured to look for avenues for road connectivity to the village.

Ering informed that the Govt of India is very keen to develop the state, so the public money should be utilized judiciously. All the works should be completed on time and Utilization Certificates be submitted immediately for proper funding.

Replying to a memorandum, Ering said that he will sanction Rs.5 lakh for flood protection works, Rs. 3 lakh for land protection of the village and Rs. 2 lakh for development of the playground.

Tako Dabii said that people should cultivate high moral character and values of life to bring change in the society. They should be a part of the development process of the society. They should also be able to differentiate who actually works for the society and who do not. Dabii informed that he will not tolerate any kind of hindrances in the path of development. History will not forgive those who mislead the society, he added. Flood in the last monsoon have caused extensive damage to the roads and irrigation channels, hence all out efforts are being put into for their restoration. He appealed the Union Minister and the public for their support and cooperation in his endeavor to bring faster development, especially road connectivity to the area.

Takir Kakki, prominent public leader, Gaon Burahs, PRI leaders etc. while narrating their woes especially during the monsoon appealed for mitigation of their problems. They expressed hope that the first ever visit of a Union Minister in the area will usher in new phase development.

NBA programme in East Siang in progress

RUKSIN, Jan 05: Nirmal Bharat Abhiyan (NBA), a central-sponsored sanitation programme has been successfully implemented in East Siang district covering its all circles by Public Health Engineering and Water Supply (PHE&WS) department.

The PHE&WS department is found conducting frequent group meetings under Nirmal Bharat Abhiyan (NBA) for construction of Individual Household Latrines (IHHL), Anganwadi & school toilets, Community sanitary complexes, maintenance and safe disposal of solid and liquid waste etc in rural areas.

The NBA, earlier known as Total Sanitation Campaign (TSC) was launched in the district in 2007-08. The PHE &WS department has reportedly constructed as many as 5899 individual household latrines (IHHLs) till December last year, covering both hilly and plain rural areas, including 4487 BPL families. Officials said that the programme is aimed to cover all the rural areas of the district. The construction of the household latrine/ toilets should be undertaken by the BPL household itself and on completion cash incentive can be given to the BPL household in recognition of its achievements.

Earlier, the financial incentive under NBA against construction of IHHL was limited to Rs 3500, but it was subsequently increased up to Rs 4600. The beneficiary contribution for the scheme was Rs 900. There was an additional provision of Rs 500 for hilly and difficult areas.

Recently, Government of India in the Ministry of Drinking Water & Sanitation has come up with a scheme of convergence between TSC rechristened as Nirmal Bharat Abhiyan(NBA) with NREGS with a provision of financial incentives upto Rs 4500.

The TSC programme is being implemented in association with Panchayati Raj Institutions (PRIs) at all levels, through social mobilization for construction of toilets and also maintain clean environment by way of safe disposal of wastes. Some women Self Help Groups and NGOs are actively involved in IEC activities on one hand and in providing required hardware for toilet construction through Rural Sanitation Marts (RSM) and Production Centres (PCs) on the other.

The main objectives of the programme is for creation of new entitlements of IHHLs both for BPL and Identified APL households covering SC/ST, small and marginal farmers, landless labourers with homestead land, physically handicapped and families headed by women within a Gram Panchayat.

Mention may be made here that the central government has revised the cost of construction of IHHLs from the existing provision of Rs.3500 to Rs.5500. The central government incentive is Rs.3200 and state government share is Rs.1400. The beneficiary’s contribution is Rs 900 (Cash kind/ Labour). That apart there is provision of convergence under NREGS to tune of Rs.4500 covering 20 unskilled and 6 skilled man days for each IHHL.

 

 

Workshop Cum-Training on handling of Field Test Kit at Roing

ITANAGAR, Dec 05:  A workshop cum-training on handling of Field Test Kit (FTK) for sustainable drinking water and sanitation - Role of PRIs/VWSCs was held at Dambuk in Lower Dibang Valley district on Friday. The workshop was being conducted by Lower Dibang Valley District Water and Sanitation Committee under Roing PHED department which was chaired by sub-divisional officer Atul Tayeng, attended by various panchayat leaders, teachers, anganwadi workers and public of the area.

Speaking on the programe executive engineer Subat Pertin highlighted the objectives of the workshop and training in making capacity building of Village water and sanitation committee under Panchayati Raj Institution. He also dwelt on the activities and responsibilities of PRI leaders and village water and sanitation committee in maintaining total sanitation in the village. This programme is aiming to prevent spread of diseases related to water and sanitation with hygienic practice so that rural people can lead healthy life, he added.

Dwelling on the role of panchayat leaders and village water and sanitation committee Assistant Engineer M. Linggi, said that PRI leaders are instrumental for successful implementation of NRWDP and NBA. Chairperson, Dambuk-Paglam Anchal Samiti T. Saring, appreciated the District Water and Sanitation Committee under PHE & WS Department, Roing for conducting Workshop cum-Training.

Siram visits fire victims, extends financial assistance

PASIGHAT, Jan 05: Education Minister Bosiram Siram today visited the three fire victims, who were sheltered in temporary sheds, and donated Rs.10,000 each.

A devastating fire which broke out at around 10 pm last night, has completely gutted three houses.

Siram instructed the District Administration to provide necessary help and assistance to the victims for their quick rehabilitation. The Minister appealed all to remain alert and be cautious as fire accident occurs frequently at Pasighat especially during the winter season. He also appealed all to maintain proper approach roads and sufficient space so that fire tenders can easily reach the accident sites. He informed that he is processing for additional fire tenders.

AC Debnath, ADC Pasighat informed that Rs. Two thousand each have been distributed to each victim as immediate relief by the District Administration.

Earlier, the Minister along with officers and public leaders visited the proposed public meeting site for the ensuing Chief Minister’s visit to Pasighat. He took stock of the latest developments and monitored the progresses. He instructed all concerned to shoulder their responsibility and make proper arrangement regarding security, sanitation power supply etc. Siram also inspected the proposed Amusement Park for which the Chief Minister will lay foundation stone. 2nd state level orientation training prog for PIAs and WDT members ends

ITANAGAR, Jan 05: The 2nd batch of State Level Orientation Training Programme for PIAs and WDT members under IWMP concluded with field visit to MDTC Midpu (Doimukh) today.

The participants were taken to MDTC Midpu by M.S. Lodhi, Scientist, GB Pant Institute of Himalayan Environment Development, North East Unit, and SW Bagang, Assistant Director-Cum-Course Director, SIRD as part of the training programme and provided hand on training to the participants about low cost technologies like, bio-briquette, weed composed, vermin-composting, handi-technology, polyfilm etc.

The programme has been conducted by State Institute of Rural Development (SIRD) with financial support by DoLR, MoRD.

Earlier, the Orientation Training Programme on Integrated Watershed Management Programme was inaugurated by Dr. K.Loyi, Dy. Director, on January 3.  

In his inaugural speech, Dr. K. Loyi, requested the participants to strictly follow the revised common guideline for smooth implementation of IWMP in the state and for lifting of subsequent installment from the centre without interruption due to non-performance.

The programme was jointly conducted by Rakesh Srivastava and SW Bagang, Assistant Directors SIRD.

The main focus were on revised guidelines of IWMP, DPR Preparation, Use of Science & Technology, GIS and Remote Sensing various level of planning process, Management of Information system etc.

Eminent resource persons from GB Pant Institute of Himalayan Environment and Development, State Remote Sensing Department, NIC, State Unit besides, SIRD faculties were interacted with the participants.

 

 

Farmers club pleads for financial package

ITANAGAR, Jan 05: The Dari Area Agri-Horti Farmers Club (DAAFC), West Siang district has demanded a financial package of Rs 5 crore to mitigate the problems of farmers and general people under Dari circle who have lost agricultural produces and livestock in recent past.

In a letter addressed to the Chief Minister, the Club chairman said that the farmers of eleven villages under Dari circle had lost agriculture produces including rice during last monsoon session. Moreover,  the people who are totally dependent on farm animals like Mithun, cows and pigs etc have lost their live-stock due to  outbreak of foot and mouth disease in recent past. Apart from these, Dari area has witnessed sharp drop in the food grain production due to destruction of standing crop of WRC field by climbing cut worms and incessant rain had also played a havoc in the area during last monsoon session, the Forum said.

While pointing out the Govt announcement for creation of 1 lakh job in the state, the Club further said  Govt should sanction a financial package of Rs  1 crore to create job opportunities for unemployed youths of the Dari area in  sectors like tourism, agri-horticulture and veterinary besides organic tea and rubber plantation. The state Govt should sanction a financial package of Rs five crore in total as relief package to mitigate the sufferings of the people of Dari area, the Forum said.
